Sikkim: Department officials bunk Gram Sabha, Area MLA annoyed

The 20th Gram Sabha of 22-Melli Dara Paiyong GPU was held at Melli Dara on 21st April 2012. The Area MLA Tulsi Devi Rai was present as a guest of honour on the occasion and the function was presided by the Panchayat President, Ganesh Kumar Rai.

Area MLA Tulsi Devi Rai expressed dissatisfaction over not attendance of some department officials and urged public and Panchayats to seek appropriate reason for not attending such an important event like Gram Sabha. Having realized the difficulties which the common people face to travel from far distance to attend the Gram Sabha, the Gram Panchayat has initiated to give people Gram Sabha expense ranging from Rs 50 to 100 as per the distance they travel.

She highlighted the proposals which were placed and passed by the Gram Sabha as, salary increment and extension of service of VAC employees, selection of beneficiaries of pucca house (Earthquake affected), implementation of vehicle parking fee at Melli Bazar, green coloring of rooftop of all the houses of the GPU, Jan Sunwai (Public hearing)of all Governmental work, garbage fee revision, revision of different taxes being levied by the Gram Panchayat .

On the other hand Rai placed the Financial Report (2011-12) in which the Gram Panchayat earned revenue of Rs. 6,66,000 against the set target of Rs. 7,00,000. He also presented the Annual Budget (2012-13) of Rs. 2,91,97,800. For the Financial Year 2012-13, the Gram Panchayat has set a target to generate its own revenue to Rs.11,66,000. The Gram Panchayat placed various resolutions which were passed unanimously by the Sabha.

While addressing the gathering Ganesh Kumar Rai urged all the members to actively participate and provide their consensus to prepare the future activities of the GPU.

Panchayat Vice President, D.R. Sharma presented a brief report on the different activities taken place at the GPU and also briefed about the future roadmap of the GPU. The Sabha has also decided that every 7th February will be observed as “Senior Citizen Day” in the GPU for the citizens who are aged above 70 yrs. The Sabha has also declared the year 2012 as a “Year of Water Conservation” realizing the extreme shortage of water being faced by the people in the GPU. The Gram Sabha has chalked out various plans to conserve water such as construction of water harvesting tank, roof water harvesting, preservation of water bodies (Dhara Vikas), dug out ponds, repair of all old water supply lines etc. The people have also placed many demands which the Gram Panchayat has assured to work on it.
