Gangtok, 6 June 2012:
The 83 years old social activist Chabilal Gurung resident of Yuksom Tashiding is not satisfied with the distribution of earthquake relief fund by the Dhupidara Gram Panchayat Unit panchayat secretary and president.
Gurung has alleged that the local panchayat secretary Bhim Bahadur Manger, president Tulsi Lohar and vice president Harka Bahadur Manger are also involved in collection of old age pension in the name of dead people. Speaking with media he said that Topgay Lepcha, Yangda Lepcha, Bhim Bahadur Gurung, Garjaman Gurung, Man Bahadur Manger, Ratna Bahadur Manger, Dhan Bahadur Manger along with 25 people of the area are already dead but the panchayat secretary and president are still taking money in the name of these people from the Government.
He further said that according to government norms and policy panchayat should pass each and every scheme and plan in gram sabha but they do not organize Gram Sabha and implement the schemes meant for the people on their own discretion. The panchayats have been giving all the contracts to their relatives. The earthquake relief fund was also given only to their relatives, he alleged.
He further mentioned that regarding the issue he has already complained to area MLA Dawcho Lepcha and Speaker KT Gyalshten and after complaining they organized a gram Sabha on 25 April. However the deliberations of the gram sabha were recorded in English language so that people do not understand. Gurung has also met the MP, PD Rai and now he wants to meet the Chief Minister and the Governor regarding this issue.
