In the morning of 7th march a citizen from Pani House (name withheld) was charged with a fine of Rs. 5000/- for leaving garbage on the road.
However the other side of the story is quite different. The garbage collecting vehicle had refused to collect those sacks full of garbage from him earlier in the morning. As the person had a marriage in the house the previous day, he had five sacks full of garbage to throw, but the collecting vehicle only took two leaving the three behind.
So was the person supposed to carry those three sacks back home? The people in the urban areas have started to be conscious and they collect their garbage to be given to the collecting vehicles. But what are the people supposed to do when there is not enough vehicles to collect the waste. The step taken by the GMC towards a cleaner capital will only be meaningful if supported by better implementation. Households are increasing day by day in the capital, hence proper planning is needed. Adequate numbers of vehicles are to be allotted, otherwise ‘Cleaner Gangtok’ will only remain a ‘good’ piece of law, but will never become a way of life for the people.
In other hand in the latest press relaese issued by the chief municipal officer, Gangtok has stated that every individuals, business organizations functioning across the capital that the garbage (Municipal Solid Wastes) is to be deposited in the garbage vehicles directly. Despite knowing this, it is found that garbage is being dumped at the road sides and jhoras.
The Gangtok Municipal Corporation (GMC) which has been entrusted in keeping the city clean has viewed this problem very seriously and anyone found throwing garbage along the road sides and jhoras will be penalized on the spot as per the existing rules in vogue. All concerned are once again requested to deposit the garbage in the designated vehicles directly informs the release.

Its unfair. GMC should be held responsible it. Rs. 5000 is a hard earned money and to give it as a fine for the invalid reason is not acceptable.
