Sikkim Land Bill, Pilgrimage Management Bill passed

Gangtok, January 30, 2014:

The final day of the Session saw passing of three important Legislative Bills. D.N. Takarpa, Minister of Health Care, Human Services and Family Welfare Department, Government of Sikkim, moved the Sikkim Nurses, Midwives and Health Visitors (Amendment) Bill, Bill No. 1 of 2014. The Bill was unanimously passed by the House.

Bhim Prasad Dhungel, Minister of Tourism and Civil Aviation Department moved the Places of Pilgrimage Management Bill, Bill No. 4 of 2014. The Bill was unanimously passed by the House.

Similarly, Chief Minister Pawan Chamling, also the Minister-in-Charge of Land Revenue and Disaster Management Department moved the Sikkim Land Bill, Bill No. 5 of 2014. The Bill was unanimously passed by the House.

All the bills were introduced in the house on the first day.

Chief Minister Pawan Chamling also moved the First Supplementary Demands for Grants 2013-14. The same was also passed unanimously by the House.

Chief Minister Pawan Chamling, also the Minister-in-Charge of Finance, Revenue and Expenditure moved the Sikkim Appropriation Bill, Bill No. 2 of 2014 for the First Supplementary Demands for Grants 2013-2014. The Bill was passed unanimously in the House.

Pawan Chamling also moved the Votes on Account 2014-2015. The same was also passed by the House unanimously.

Similarly, Pawan Chamling also moved the Sikkim Appropriation Bill, Bill No. 3 of 2014 for the Votes on Account 2014-2015. The Bill was unanimously passed by the House.

Pawan Chamling, also the Minister-in-Charge for Finance, Revenue and Expenditure presented two Reports of the Comptroller and Auditor General of India namely The Finance Accounts 2012-2013 (Volume I & II) and Appropriation Accounts 2012-2013.

Similarly, the Chief Minister presented Separate Audit Reports of Public Sector Units. They were Separate Audit Report on the Accounts of State Trading Corporation of Sikkim for the year ended 31st March, 2006, 2007 and 2008; Separate Audit Report on the Accounts of State Bank of Sikkim for the year ended 31st March, 2006; and Separate Audit Report on the Accounts of the Sikkim State Legal Services Authority for the year ended 31st March, 2007, 2008, 2009, 2010 and 2011.

Tulshi Devi Rai, Chairperson, Committee on Public Accounts presented two reports namely 96th Report of the Committee on the Report of the Comptroller and Auditor General of India for the year 2008-2009; and 101st Report on the Appropriation Accounts of the Government of Sikkim for the year 2008-2009.

Similarly Menlom Lepcha, Chairman, Committee on Estimates presented 32nd Report on Rural Management & Development Department, Tourism & Civil Aviation Department, and Roads of Bridges Department

Chief Minister Pawan Chamling, also the Minister-in –Charge of Social Justice, Empowerment & Welfare Department laid a copy of the Annual Report of the Sikkim Commission for Backward Classes for the year 2012-2013.

Speaker Sikkim Legislative Assembly K.T. Gyaltsen announced the presentation of Annual Report of the Sikkim Information Commission for the year 2013 and other Government Departments.
