Sikkim: Planning Committee approves schemes under MGNREGA

The meeting of the District Planning Committee East was held to finalize and approve the shelves of schemes under MGNREGA for the financial year 2012-13 on Wednesday. The meeting Chaired by the Zilla Panchayat Adyaksha East Bimal Dawari was held at the Conference hall of the East District Zilla panchayat Bhawan.

After the presentation from the Block Development Officers of all the BAC’s of East district and deliberated discussion the District Planning Committee, East unanimously approved and passed the shelves of schemes under MGNREGA and the labour budged of east district amounting to Rs.32.84 Crores for the financial year 2012-13. The MGNREGA has made it mandatory to approve the projected labour budget along with the shelves of schemes. The District Planning Committee is headed by the Zilla Panchayat Adyaksha of the district.

The shelves of schemes for the east district include various kinds of works like Jhora training works, plantation, land development, irrigation channels and cow sheds for the farmers etc.

The Zilla Panchayat Adyaksha East Bimal Dawari while addressing the DPC expressed his satisfaction over the various kinds of works undertaken during these five years. Many milestones have been achieved which have been recognized by the Government of India as well, he said. As a result of this the state has received many awards in the field of MGNREGA. Shri Dawari congratulated everyone involved in the implementation of the MGNREGA in the state. He also expressed his satisfaction over the quality of works undertaken through MGNREGA in the state. This DPC meeting probably being the last meeting of the present DPC members, Mr. Dawari, Adyaksha, EDZP thanked the Members of Legislative Assembly from East District , District Collector (East), Zilla panchayat members of east district and everyone who supported and coordinated in the smooth running of the Zilla Panchayat.

Earlier Shri Harihar Poudyal, a two time Zilla Panchayat member and member of DPC since last ten years shared his experience as a member of DPC. In his address he said that during the course of working DPC has emerged as an important forum in the process of democratic decentralization of powers to the elected representatives of the rural areas. In this way the decision for the development of the village is being done in a bottom’s up approach and DPC has gained importance.

Dr. Sandeep Thambe, Special Secretary, RMDD in his address said that creation of assets under MGNREGA should be in the land of BPL families so that they will be economically benefitted in the long run besides the wage they get from employment. The works should be formulated in such a way that it comes to need based besides the demands from the Gram Sabha. While talking about the various works which can be undertaken under MGNREGA he said that water security has to be given priority inorder to take the benefit towards the poor people of the village.

The District Collector, East while talking with the DPC members said that strict monitoring has to be ensured from all level in the works of MGNREGA inorder to ensure good quality of the works. He stressed on the impact based achievement rather than expenditure based achievement.
