Panchayat and Urban Local Bodies Meet held in Sikkim

The State level Panchayat  and Urban Local Bodies Meet 2013 was held here in Manan Kendra on February 13. Sikkim Chief Minister Pawan Chamling addressed the member of Panchayats and Urban Local Bodies from all round the state during the meet.

Addressing the Panchayats and Urban Local Bodies Chief Minister congratulated the newly elected Panchayats and welcome them to become a part of the government. While talking about the various initiatives taken by the government for the development of the state he urged the representatives to take the responsibility for making the state a better state to live. In this regard he directed the Panchayat to use the power judiciously which has been provided by the constitution to them.

The concept of decentralization should be collectively taken with responsibility which is the essence of decentralization and devolution of power, he added. While doing the SWOT (Strength, Weakness, Opportunity and Threat) analysis of the activities undertaken by the government for the transformation of Sikkimese society vis-à-vis its impact on the society, the Chief Minister underlined the importance of hard work and dedication of the representatives for the development of the society.

Underlining the role of the Panchayat at the local level as the leaders of the society the Chief Minister asked them to be aware about their rights, duties and responsibilities and to be well versed with the Panchayat Manual so that they can lead the society in a proper way.

Talking about the various schemes undertaken by the government at the village level the Chief Minister urged the Panchayat to be vigilant at the village level and ensure that the infrastructure so created is of good quality.

The Chief Minister also talked about constitution of ward level committee at ward level which can be a power house of the people for the development of the society. Talking about the role of the Panchayats at the village level the Chief Minister said that the Panchayat should see the viability of the projects at the local level and recommend it to the government duly passed by the Gram Sabha. He also asked the Panchayats to take the policies and programmes of the government at the grass root level and convince the people to support the government in its mission for development.

The Chief Minister also assured the Panchayats that the funds being provided by the government at the local level for various activities will be raised by the government and also cautioned them to make proper use of the fund.

Earlier the programme started with welcome address by the Secretary, RMDD, DR Nepal.
