To celebrate the successful completion of 150 years the office of the Comptroller and Auditor General of India (CAG) it would be conducting a year long celebration across the nation. In Sikkim also to mark this historic milestone of CAG a function was organized by the office of the Accountant General at Chintan Bhawan. The chief guest of the said inaugural function was the Speaker of Sikkim Legislative Assembly, Mr. K T Gyaltshen along with guest of honor MLA, Mrs. Tulsi Devi Rai who is also the Chairperson of Public Accounts Committee, MLA Mr. Menlom lepcha, Member of PAC was also present.
During the function the Accountant General of Sikkim Mr. Dinesh Bhagata, in his address spoke on the history of the inception of CAG and its role. He informed that the CAG was formed during the British regime and after independence the same was incorporated in the Constitution of India as a separate body to look after the account and the audit of the Government. He further said that the CAG plays vital role in good governance, both in central and state and maintains the accountability of the Government.
The chief guest for the day also stressed on the importance of this office and said that CAG is like an arm of parliament with regard to public account and it’s a integral part of democratic setup. This body functions independently as a bridge between the executive and legislative. He also added that the PAC is working actively for the benefit of the people.
Similarly on the occasion various guest lecturers like, Mrs. Jayashree Pradhan, retired Principal Secretary, Govt. of Sikkim spoke on the topic – CAG-Evolution and role in facilitating good governance. Mr. GK Pradhan, retired Principal Director, Finance Revenue and Expenditure department spoke on DDO audit by CAG- enhancing effectiveness of DDOs, Mr. SD Dhakal, Director , Capacity Building Institute spoke on the theme- role of CAG in an executives perspective, Dr. BB Rai, Executive Director VHAS spoke on synergy between social audit and CAG audit, Mr. Vishnu Neopaney, journalist spoke on journalists perspective of CAG audit, Mr. Menlom lepcha, MLA and member of PAC spoke on the theme- legislative control over executives and finally the chairperson of PAC Mrs. Tulsi Devi Rai (MLA) concluded the lecture session with his talk on the theme PAC and CAG.
