Gram Sabha is a key to self-governance and transparent and accountable functioning of the Gram Panchayat. Gram Sabha is the forum that ensures direct, participatory democracy.
On 10th of November 2011, 22 Melli Dara-Paiyong GPU conducted its 18th Gram Sabha at CM Pradhan auditorium hall, Melli Dara, South Sikkim. The Gram sabha started with observance of mourning for 30 second for the departed souls of 10 Gram Sabha members who passed away since last Gram Sabha.
The Panchayat vice president D R Sharma informed the gram sabha about the different events carried out under the GPU since April 2011, while DB Pradhan, Panchayat Secretary, placed the 1st supplementary budget amounting to Rs. 7, 93,000/- for the year 2010-2011alongwith the Annual Reports for the year 2010-11 which were approved by the Gram Sabha with majority.
Apart from that, he also informed the gathered populace about the different departmental works being conducted by all the cooperative societies under the said GPU. Various proposals were placed by the Panchayat members in favour of the public which were unanimously approved by the Gram Sabha. Different representatives from the committees even submitted their report about the works being taken up under the GPU viz. Gram Planning Forum (GPF), Joint Forest
Management Committee (JFMC), Vegetable Growers’ Association, Village Water and Sanitation Committee (VWSC) along with Village Health and Sanitation Committee (VHSC) also submitted their report before the Sabha.
The representatives from line departments like Dinesh Pradhan BDO Sumbuk, MK Subba Deputy Director Agriculture Department, BL Dahal Deputy Director Horticulture Department, Bimal Rai ARCS Cooperative Department, DR Pradhan DGM Transport Department, SK Rai Food Inspector DR Sharma RO (T), T. Ali Health Department and Swarnalata Pradhan Resource Teacher SSA addressed the Gram Sabha.
Farwanti Tamang Zilla Panchayat member who was also present in the sabha also addressed the sabha. The Gram Sabha ended with vote of thanks delivered by DB Pradhan, Secretary, GPU.
