Panchayat Election: ‘A process for deepening people’s power’

Gangtok, October 31, 2012:

The President of Sikkim Democratic Front Party, Pawan Chamling, has described the ensuing 4thPanchayat Election in the state, as the ‘process for deepening people’s power and democracy’.

In view of this he has declared a number of reforms in the Panchayat Election Manifesto 2012.

According to it, the Panchayats will play a special role in ensuring that the educated unemployed become real assets of the state. The Panchayats will have to work for creating a climate for change. Livelihood training would be given to make the rural human capital useful. The people will be trained in ‘Collective Responsibility’ from the level of Gram Panchayats. And awareness programmes for making education life centric would be conducted.The declarations also include something very innovative, stating that the human resource of the villages will be used there itself. This is significant in the sense that it will reduce shifting of population from rural areas to urban to some extent further reducing the problems of the rural society. It will be ensured by Gram and Zilla Panchayats that the educated youth and others in the village get the work, business and employment.

Keeping in view the issue of school drop outs, it has been announced that the Panchayats will also help to control school drop outs. Bright students will be covered under cash incentive scheme. BPL students can count on getting financial assistance while destitute students have been assured free education. Aptitude based evaluation will be started from the 2013 session.Likewise, in the health sector, all the pregnant women will be given required medical and nutrition inputs. Health clubs will be started in the village administrative centres. Panchayats will see that the ban on drugs is taken seriously.Senior citizens and others who have served the village well will be given due recognition. The CC footpaths, bridges and Panchayat Bhawans, will be named after eminent persons and those recognized for special service to the society.
